Indo-Pacific Environmental is a trusted consultancy dedicated to balancing development with ecological integrity. Commercial Maritime is a seasoned marine services provider with over 50 years of combined expertise. Their team of vessel owners and marine specialists have a strong track record in reef installations and aquaculture support. With a versatile fleet and a commitment to safety and environmental stewardship, they offer essential services—from mooring installations to large-scale mussel socking. Glenn Dibbin

40 year Shellfish industry expert, marine restorative aquaculture consultant, prior aquaculture business owner in Cockburn Sound

Glenn was a founding partner of Blue Lagoon Mussels in Cockburn Sound—once Western Australia’s leading mussel producer—Glenn has shaped the industry through innovation and leadership. He has served as Chair of the WA Mussel Producers’ Association and has been a longstanding representative on the Cockburn Sound Management Council. His career also spans commercial fishing operations in the Abrolhos Islands, including scallop, rock lobster, and prawn sectors, making him a cornerstone of local aquaculture expertise.

Dr. Dean Thorburn

Director / Principal Scientist at Indo-Pacific Environmental Pty Ltd; Certified Environmental Practitioner (CEnvP)

Dean is marine biologist who has studied aquatic fauna and habitats for over 25 years. He specialises in fish biology and has a deep understanding of aquatic food webs, energy flows and habitat requirements. Dean is the owner of a trusted Western Australian based environmental consulting company which was established in 2006, which services the environmental needs and challenges of many large national clients from the mining, oil and gas, government and NFP sectors.

Tim Grose

(BSc Aquatic Resource Management), GAICD, Business Development and Partnerships Manager at Recfishwest.

Tim’s passion is working in the fisheries and natural resources sectors with expertise in water planning and management, natural resource management, business development and partnership management. Tim has also spent over a decade working within the Not-For-Profit sector at Recfishwest. A graduate of the Australian Institute of Company Directors, Tim brings a wealth of strategic advocacy and stakeholder experience which will be vital in growing Byssal’s influence in our oceans.

Megan Dowdall

(CFP) Chief Financial Officer at Commercial Maritime Pty Ltd, financial services expert of 30yrs across multiple industries.

Megan’s industry experience in Financial Services spans over three decades.  Marked by strong leadership, strategic development, and regulatory compliance, her career began in 1994 as a business proprietor.  She obtained the professional qualification (CFP®) in 1998 – a designation that  recognises individuals with proven expertise and commitment to the highest standards of financial planning. Known for her pragmatic mindset and strong business acumen, Megan is dedicated to enhancing the organisational performance and strategic growth.
